The ITU via the World Radiocommunication Conferences (WRC) held every three to four years, review, and, if necessary, revise the Radio Regulations, which include mobile allocations.
WRC15 is being held in Geneva in November 2015 and is considering spectrum allocation below 6 GHz. The agenda items for WRC19, which will look at spectrum allocation above 6 GHz, will be agreed at WRC15.
