Spectrum Positions 4400 MHz – 5000 MHz: June 2021

Spectrum in the 4400-5000 MHz range is of interest for mobile services, and although the market is at an early stage, an increasing number of countries are considering this spectrum for IMT. Sub-bands in the 4400-5000 MHz range have coprimary mobile allocation. At WRC-19 over 40 countries identified some or all of the spectrum in this range for IMT. A few countries have assigned spectrum in this range already.

The charts in this document show GSA’s current understanding of the state of mobile operator licensing around the world at 4400 MHz to 5000 MHz.

The following definitions are used:

Considering/consulting on options: In the early stages of deciding if, what and when to make spectrum in this range available.

Planned assignment: A definite decision has been made to assign spectrum in this range. Now in the assignment preparation stage, which can include further consultations on which specific blocks within the range to assign, finalising the band plan, how to assign, details of the assignment process, price setting etc.

Ongoing assignment: Requests/invitations to participate have been issued, with definite date for auction/assignment proceedings.

Assigned (can be used for 5G): used where spectrum has been assigned for 5G or on a neutral basis that enables 5G deployment.

Assigned (useability for 5G to be confirmed): used where the spectrum has been assigned historically, but useability for 5G is yet to be confirmed.

Assigned (cannot be used for 5G): used where spectrum has been assigned for a pre 5G technology (e.g., 2G, or FWA) and we understand 5G is not currently permitted.

Local/private licensing: spectrum set aside for individual licensing on a local basis.

Precise range to be confirmed: activity or assignments are known, but the exact spectrum ranges concerned are to be clarified.
